Sanitation Districts' Engineering Counter will be closed on December 25 & 26, 2025.

Appointments are required for all in-person visitors from December 22, 2025, through January 2, 2026.  To schedule an appointment, please call (562) 908-4288, extension 1205.

Engineering Counter Hours
Monday - Thursday, 7:30 AM – 3:30 PM

Engineering Counter is available to answer questions and assist with the various services listed below. 

To help expedite your request and ensure it reaches the correct department within LACSD, please complete the Engineering Counter Autoreply Checklist (Fillable).pdf form and submit it along with your request. Otherwise, your request will be processed in the order it was received, and a response may take up to 20 business days.

 

Construction Projects

Bid documents for Projects out to bid are only available for electronic download via Quest Construction Data Network (QuestCDN). To obtain and download electronic Bid Documents, Plan Holders List, and Project Bid Results on QuestCDN, click here.

 

Trunk Sewer Connection Permits

Required for new 6-inch diameter or smaller private sewer lateral to a Los Angeles County Sanitation Districts’ (Districts) trunk sewer. Also, required for modifications, extensions, etc., of an existing lateral line. To start your application for a permit, please contact us at engineeringcounterDS@lacsd.org.

Note: Payment of Sewer Connection Fee is required in order to obtain a Trunk Sewer Connection Permit. Connection Fee Counter contact information, application and rate information available here.

 

Sewer and Non-Sewer Plan Reviews

Engineering Counter performs sewer plan review for direct and indirect connection of 8-inch diameter or larger sewers to the Districts’ wastewater collection system in the public right-of-way. Please contact Engineering Counter by telephone or email for more information.

Note: Projects that involve construction within a Districts’ easement or over an underlying sewer require a “buildover” proposal. For additional information, please visit Buildover Procedures and Requirements.

 

Utility Plan Request

To obtain sewer maps, please Submit a Request or  email a request with location map to engineeringcounter@lacsd.org. As-builts for LACSD facilities are also available to view and download through the LACSD Underground Utilities Application.

 

Local Sewer Contacts

The Districts’ construct, operate and maintain trunk sewers throughout a major portion of Los Angeles County. Local wastewater collection systems (local sewers) are constructed, operated and maintained by other public agencies, including the Los Angeles County Department of Public Works and various cities. Such systems are typically tributary to and discharge into the Districts’ sewerage systems. A City or local County agency is a local sewer provider and will issue sewer connection permits and provide sewer plan copies for local sewers. Please contact the City or County agency directly for more information. Below please reference our list of Local Providers for contact information.

If your property is connecting to a local sewer owned or maintained by Los Angeles County Department of Public Works, please contact the agency directly for connection permit issuance.
