ATTENTION PROSPECTIVE BIDDERS The Bid Documents may be obtained from Quest Construction Data Network (QuestCDN). The Districts has only authorized QuestCDN to distribute the Bid Documents, in electronic formats, for use by bidders. The Districts does not warrant the accuracy or completeness of Bid Documents obtained from any source other than QuestCDN, unless otherwise noted, and any use of such documents by prospective bidders or others for any purpose is solely at the bidders’ risk. Only those bidders that have obtained and properly downloaded the Bid Documents from QuestCDN will appear on the Planholders list and may submit a bid.

NOTICE IS HEREBY GIVEN that requests for proposals will be received by the Purchasing Agent of the Los Angeles County Sanitation Districts for TULARE LAKE COMPOST CUSTOM FARMING AND PROPERTY MAINTENANCE 

DESCRIPTION: The Districts is seeking Statements of Qualification (SOQs) from experienced farming entities who are interested in participating in an upcoming competitive bid process to: 

  1. Provide equipment and labor to perform custom farming activities on portions of the TLC Ag Site during the winter seasons of 2026-27, 2027-28, and 2028-29, as directed by LACSD, based on water availability and other factors.  See Section II in the RFQ for details of the custom farming activities. 
  2. Maintain the TLC Property for a 3-year period commencing on October 1, 2026 and ending on September 30, 2029; and

After LACSD has evaluated and ranked the SOQs received through this RFQ process, the farming entities deemed qualified by LACSD, in its sole and absolute discretion, will be sent an Invitation to Bid (ITB) to provide the services described above. Only the farming entities that qualify through this RFQ process will be permitted to participate in the upcoming ITB process.
