NOTICE IS HEREBY GIVEN that requests for offers will be received by the Purchasing Agent of the Los Angeles County Sanitation Districts for SB 1383 RECOVERED ORGANIC WASTE PRODUCTS (ELECTRICITY)

DESCRIPTION: The Districts are seeking offers from jurisdictions, waste haulers, member agencies, and interested parties seeking SB 1383-eligible Recovered Organic Waste Products (ROWP) as a book-and-claim transaction. This initiative aligns with the compliance requirements of SB 1383 procurement regulations.

As part of the agency’s wastewater treatment and Food Waste Recycling Program, the Districts utilize anaerobic digestion to produce renewable biogas. This biogas is subsequently converted into renewable electricity to power the operations of A.K. Warren Water Resource Facility (“Warren Facility”, formerly Joint Water Pollution Control Plant) in Carson, California. The Districts generate recovered organic waste products (“ROWP”) in the form of electricity derived from renewable gas on behalf of jurisdictions, waste haulers, member agencies, and other interested parties (“Jurisdiction”) to facilitate compliance with the requirements of California Senate Bill 1383 (“SB 1383”), Sections 18993.1 through 18993.4. The Districts ensure that the renewable electricity generated and consumed meets SB 1383 Section 18993.1(h) for the applicable procurement compliance year.
