Palmdale Water Reclamation Plant Stage Five Plant Expansion and Effluent Management Facilities The Palmdale Water Reclamation Plant (WRP), in operation since the early 1950s, provides primary and secondary wastewater treatment using aerated oxidation ponds for up to 15 million gallons of wastewater per day. All the treated plant effluent is currently used to grow fodder crops on adjacent land leased from the Los Angeles World Airport. In order to protect groundwater quality and provide water for agricultural use, the District has planned an upgrade to the treatment process. Design of the upgrade is underway which will replace the existing oxidation ponds with activiated sludge secondary treatment enhanced with a nitrification/denitrification process. In addition, the effluent will be further treated to tertiary treatment levels using filtration and chlorination. The final effluent will meet Title 22 water reclamation requirements and be suitable for reuse. Plant effluent will continue to be used for crop irrigation at agronomic rates. To achieve this, additional land will be developed for agriculture use and storage reservoirs will be constructed to store plant effluent in the winter when crop water demand is low for use in the summer when it exceeds the amount produced by the WRP.
