Forms, Rates and Ordinances by District

What is My Sanitation District?

Because the rates vary slightly from District to District, it is important to chose the District in which you reside. If you do not know in which District you reside, click here and you will be able to find your District based on your zipcode and view a map showing that District's boundaries.

If you know the District in which your property resides, click on the list of Districts in the adjacent column. You will be linked to a detailed map of that Sanitation District with options to view its Annexation, Connection Fee and Service Charge rates, Will Serve Letter, forms and ordinances.

Click here to go to a map of all of the Sanitation Districts where you may also click on any Sanitation District to be linked to its specific information.

Program Information and Instructions

Please note that several changes to the Sanitation Districts' Connection Fee and Service Charge Programs went into effect as of July 1, 2007. Click here for an explanation of those changes.

Annexation Program - If your property is located outside the jurisdictional boundaries of a County Sanitation District and you would like to obtain sewerage service from the Sanitation Districts, your property needs to be annexed to a District. To obtain general information regarding annexation, please review the Information Sheet for Applicants Requesting Annexation to a County Sanitation District of Los Angeles County which provides answers to frequently asked questions and a copy of the Annexation Processing Fee Schedule. Please check with Districts' staff to confirm whether your parcel needs annexation. Districts' staff will make the final determination.

After reviewing the Information Sheet, if you decide to request annexation to a Sanitation District, please call our offices at (562) 908-4288, extension 2708 or 2435 for an estimate of your annexation processing fees. Click here for a copy of the complete packet of information for the Annexation Program. Do not submit the packet without contacting our offices.

Service Charge Program - The Sanitation Districts collect funds annually to pay for the operation and maintenance of the Sanitation Districts' wastewater system. These charges are collected using the Service Charge Program for residential and commercial customers and using the Surcharge Program for industrial dischargers. There are occasions when adjustments should be made to a parcel's Service Charge. Normally, the Sanitation Districts make adjustments when a wastewater discharger can demonstrate that:

  1. A parcel is not connected to the sewer system but has paid a Service Charge;
  2. The water consumption for a parcel is below average for the category of use;
  3. The Sanitation Districts has either the wrong quantity or category of use for facilities located on a parcel resulting in over estimation of the quantity of wastewater discharged from the parcel.

If your property fits any of the previous examples, carefully fill out the appropriate form and follow the instructions on the second page of the Claim for Service Charge Refund or Petition for Service Charge Reduction Due to Reduced Water Consumption . You can, also, elect to authorize an agent to act on your behalf in these matters. With this Letter of Authorization, the agent will be able to submit any claims or petitions needed for correction of your service charge. Once you have completed the appropriate forms, print, sign and mail the forms with the required attachments to:

Sewerage Connection Fee Program - The Sanitation Districts charge connection fees when properties connect to the Sanitation Districts' System. An owner of a parcel of land pays a connection fee when:

  1. The property connects to the sewerage system for the first time for any structure located on a parcel of land within a District located in the Sanitation Districts of Los Angeles County.
  2. The quantity of wastewater discharged increases due to the construction of additional dwelling units on or a change in land use of a parcel already connected to the sewerage system.
  3. The improvement square footage of a commercial or institutional parcel increases.
  4. The quantity and/or strength of wastewater from an industrial parcel increases by more than 25%.

If your property fits any of the above conditions, please fill out, print, and sign the Sewerage Connection Fee Application and attach any necessary supporting documents. You may bring or send your completed application to our offices at the address above.

If you have any questions about the Connection Fee or Service Charge forms, rates or ordinances, please contact our offices at (562) 908-4288 or 800-426-7414, Extension 2727.

Will Serve Program - The Sanitation Districts of Los Angeles County (Sanitation Districts) established the Will Serve Program to provide information on available trunk sewer and treatment plant capacities for proposed development projects within the Sanitation Districts' service area (See map below). This important information is provided in the form of the Will Serve letter. Click here to request a Will Serve letter.

If you have any questions about the Will Serve Program, please contact Ms. Ruth Frazen at
(562) 908-4288, extension 2717.
